Context
PIREDD Plateaux is a continuation of the first phase of the PIREDD Project in the Plateaux district (2016-2019)1 and the CAFI-funded PIREDD Mai-Ndombe, and aims to consolidate their achievements and ensure their effective appropriation by the government technical services responsible for sustaining them in the post-project phase.
Building on the lessons learned, complementary actions and investments are planned in the territories already supported, where local governance structures are in place to coordinate them effectively.
These investments, including incentives in the form of Payments for Environmental Services (PES), will be accompanied by appropriate, lighter conditionalities to encourage compliance with management rules agreed by the communities supported, in a results-based performance approach. To ensure greater ownership and sustainability of the project's achievements, the technical departments, which have already been strengthened in terms of technical and operational capacities, and local NGOs with a community base, will be involved in the project's implementation through memoranda of understanding executed under performance contracts at the level of the 4 territories concerned (Kwamouth, Bolobo, Yumbi and Mushie) in the Mai-Ndombe province, including various sectors and groups.

Impact / specific project objective
By 2027, contribute to strengthening the achievements of the territorial green development model, which offers an effective alternative for tackling climate change, managing natural resources and biodiversity more effectively and reducing poverty in the Plateaux District.
Expected results
Main objectives for 2027 are:
The establishment of at least 94,976 ha through the protection of High Conservation Value (HCV) forests, the promotion of agroforestry and the fencing of man-made savannahs, enabling an annual deforestation avoidance rate of 15% (at plantation maturity and protection) in the Plateaux.
The annual injection into the economy of the former Plateaux district of at least $4.4 million in production revenues and $600,000 in PES to improve the conditions of 20,000 direct beneficiaries in local communities.
This will be achieved by:
1. Land use planning, local governance and land tenure will be consolidated by integrating Natural Resource Management Plans (PGRN) / Simple Land Use Plans (PSAT) and optimizing the use of space through:
- 4 Territory Development Plans (PDT) readjusted, validated and disseminated,
- 140 PGRN/PSATs implemented, including the consolidation of 131 PSATs and the development of 9 new PSATs
- 4 CARTs and 6 Agricultural and Rural Management Committees (CARGS) supported to monitor land activities
- 214 local development committees (CLDs) revitalized and empowered
2. The capacities of decentralized technical services and Local Executing Agencies (LEAs) will be strengthened, with a view to ensuring ownership of the project and the sustainability of its achievements:
- 4 territorial administrations (Yumbi, Kwamouth, Bolobo, Mushie) will be operational
- 5 technical departments of the territorial administrations, as well as
- 5 Local Implementing Agencies (3 technical ALESs, 1 ALE for Conflict Management and Complaints and Appeals Mechanism, 1 ALE in charge of PSE).
3. Forest-friendly agricultural and agroforestry investments will be strengthened and improve the livelihoods of rural populations, including vulnerable and marginalized people through :
- 400 hectares (ha) of new perennial oil palm plantations
- maintenance and support for the transformation of 366 ha of oil palm from the previous phase
- 800 ha agroforestry installation with food crops
- 4,070 ha of old plantations under PES maintained
- Agricultural equipment available (4 tractors, 2 trucks).
4. Consolidating the stock of sustainable energy wood with:
- 8,000 hectares of land set aside for natural regeneration for 3 years
- 50,000 ha dedicated to large-scale bushfire control (with PES)
- 50,000 ha to protect High Conservation Value (HCV) forests and flooded areas
5. Reduced deforestation and degradation resulting from the exploitation of forests/woodlands through more sustainable management through:
- 100,000 ha of local community forests,
- Protected forested areas, to be determined in accordance with a plan created as part of participatory land zoning
6.Structural investments as defined by the Territory's Natural Resource Management Plans will be carried out through:
- Roughly 100 km of roads to be maintained and rehabilitated
- Approximately 14 bridges to be rehabilitated (exact number to be defined)
- 1 office built for the project, to be fully taken over by the technical department at the end of the project.
