The DRC and CAFI have concluded an ambitious letter of Intent, complete with time-bound milestones. This project aims to support and strengthen the capacities of six sectoral Ministries (Land use Planning, Agriculture, Forestry, Planning, Mines and Hydrocarbons) and two specialised entities (EITI, ACE) to enable them to lead the process of achieving political milestones scheduled for 2023, 2024, 2025 and  2026, and to actively participate, each within their respective scope, in their implementation.

Objectives

The project seeks to contribute, beyond strengthening the human and technical capacities of the concerned sectoral Ministries and specialised Entities, to the achievement of 36 political milestones, distributed as such
  • 5 on land use planning
  • 7 on agriculture
  • 14 on forestry
  • 3 on planning
  • 3 on mining & hydrocarbons
  • 2 with the EITI
  • 2 with the Congolese Agency for Environment (ACE in French)
To comply with this new approach, each Ministry and specialised Entity is expected to establish, under the supervision of the Secretary General for the sectoral Ministry and the Director General or Coordinator for the specialised Entity, a Task Force responsible for leading the process of implementing all milestones in its sector listed in the new LOI (including milestones under existing projects such as the project for the Sustainable Management of Forest and REDD+ Standards for Mines and Hydrocarbons, and to support the implementation and monitoring of milestones under the responsibility of other sectors but requiring close contribution and/or coordination with its own sector. Each established Task Force will operate based on a methodology grounded in a participatory and inclusive approach involving all stakeholders.
