Objectives
Faced with persistent challenges in land access, land governance, and deforestation, the Democratic Republic of the Congo has launched an ambitious land reform, recognised as a priority within the National REDD+ Framework Strategy. A first project (PARF I) supported the adoption of a new land policy in 2021 and a law was drafted. Currently under adoption, this reform aims to secure customary rights, combat speculation, and deploy a Land Information System tailored to local realities. The PARF II project supports this momentum in several strategic provinces by strengthening administrations, promoting inclusive land governance, and supporting intersectoral coordination.

Under PARF I
- Land tenure reform policy document adopted
- Commission for land tenure reform strengthened
- Toolkit for the Land Information System (SIF) produced, along with a draft land atlas for certain land districts in the intervention provinces.
- Existing base maps and shapefiles collected to support the development of a Geoportal and the SIF.
- Draft decree prepared to establish a multisectoral working group dedicated to coordination around the SIF.
- Draft decree set up a Task Force responsible for developing a National Land Atlas, including a proposed list of members.
