{"id":10129,"date":"2021-01-15T12:26:06","date_gmt":"2021-01-15T12:26:06","guid":{"rendered":"https:\/\/cafi.argusservices.in\/news\/republique-democratique-du-congo-2eme-verification-des-jalons-de-la-loi\/"},"modified":"2021-01-15T12:26:06","modified_gmt":"2021-01-15T12:26:06","slug":"republique-democratique-du-congo-2eme-verification-des-jalons-de-la-loi","status":"publish","type":"news","link":"https:\/\/cafi.org\/fr\/news\/republique-democratique-du-congo-2eme-verification-des-jalons-de-la-loi\/","title":{"rendered":"R\u00e9publique D\u00e9mocratique du Congo : 2\u00e8me v\u00e9rification des jalons de la LoI"},"content":{"rendered":"<h3><span style=\"color:#186039;\"><\/span><\/h3>\n<p class=\"text-align-justify\"><strong>15 janvier 2021<\/strong> : La deuxi\u00e8me v\u00e9rification ind\u00e9pendante des jalons de la <a href=\"\/fr\/node\/213\/edit?destination=\/admin\/content%3Ftitle%3DLettre%2520d%2527intention%26type%3DAll%26status%3DAll%26langcode%3DAll\">Lettre d&#8217;intention entre la RDC et le CAFI<\/a>&nbsp;a analys\u00e9 le niveau de r\u00e9alisation de 29 \u00e9tapes (dits jalons) interm\u00e9diaires (2018) et les progr\u00e8s vers les 13 jalons destin\u00e9s \u00e0 \u00eatre accompli en 2020.<\/p>\n<p class=\"text-align-justify\">En plus des chiffres, le rapport de v\u00e9rification, r\u00e9alis\u00e9 par&nbsp;<a href=\"http:\/\/www.terea.net\/\">TEREA<\/a>&nbsp;(qui avait effectu\u00e9&nbsp;<a href=\"\/sites\/default\/files\/2021-05\/Rapport%20Final%20Analytique%20-%202%20octobre%202019.pdf\">la premi\u00e8re v\u00e9rification ind\u00e9pendante<\/a> en 2019)&nbsp;fournit une analyse de quel programme financ\u00e9 par le CAFI \u00e0 travers le FONAREDD contribue \u00e0 quels jalons, et avec quel degr\u00e9 de succ\u00e8s.<\/p>\n<h3 class=\"text-align-justify\"><span style=\"color:#186039;\">Bien que le nombre de jalons atteints reste pratiquement le m\u00eame qu&#8217;en 2018, des progr\u00e8s sont constat\u00e9s&nbsp;<\/span><\/h3>\n<p class=\"text-align-justify\">Le rapport note une&nbsp;<span style=\"color:#bd5245;\"><b>tendance positive vers la r\u00e9alisation de 29 jalons 2018 par rapport \u00e0 la premi\u00e8re v\u00e9rification ind\u00e9pendante.<\/b><\/span><\/p>\n<ul>\n<li class=\"text-align-justify\">Dans le domaine de l&#8217;am\u00e9nagement du territoire, par exemple, des \u00e9tudes th\u00e9matiques (agriculture et sylviculture) ont \u00e9t\u00e9 lanc\u00e9es (jalon 2018 5b) afin d&#8217;\u00e9clairer l&#8217;\u00e9laboration d&#8217;une politique d&#8217;am\u00e9nagement du territoire. En outre, un projet de guide m\u00e9thodologique sur le zonage participatif a \u00e9t\u00e9 \u00e9labor\u00e9 et d\u00e9j\u00e0 test\u00e9 dans la province d&#8217;Ituri (jalon 2018 5b). L&#8217;adoption d&#8217;une politique d&#8217;am\u00e9nagement du territoire et la convocation des parties prenantes qui l&#8217;accompagne est \u00e9galement une premi\u00e8re dans un pays qui, historiquement, ne disposait d&#8217;aucun instrument r\u00e9glementaire sur l&#8217;am\u00e9nagement du territoire - bien que le rapport souligne que le processus aurait pu \u00eatre plus participatif au niveau local. Un travail suppl\u00e9mentaire est n\u00e9cessaire, note \u00e9galement le rapport, pour <strong><span style=\"color:#bd5245;\">assurer une articulation claire des instruments politiques et r\u00e9glementaires avec les politiques sectorielles<\/span><\/strong>, et de meilleurs liens avec les engagements du pays dans le cadre de la CCNUCC et de la lettre d&#8217;intention.&nbsp;<\/li>\n<li class=\"text-align-justify\">En ce qui concerne le <strong><span style=\"color:#bd5245;\">r\u00e9gime foncier, des activit\u00e9s ont \u00e9t\u00e9 lanc\u00e9es dans tous les programmes provinciaux multisectoriels (&#8220;PIREDD&#8221;)<\/span><\/strong> pour soutenir les communaut\u00e9s locales dans les proc\u00e9dures de demande de divers mod\u00e8les locaux et communautaires de gestion durable des for\u00eats (jalon 2018 6c)<\/li>\n<li class=\"text-align-justify\">En ce qui concerne la gouvernance foresti\u00e8re, le jalon appelant \u00e0 un plan sp\u00e9cifique contre l&#8217;exploitation ill\u00e9gale des for\u00eats n&#8217;est pas atteint, car ce plan sera \u00e9labor\u00e9 dans le cadre du <a href=\"http:\/\/www.cafi.org\/fr\/pays-partenaires\/democratic-republic-congo\/sustainable-management-forests\">Programme pour la gestion durable des for\u00eats<\/a>. Toutefois, le rapport note que des missions et des actions ponctuelles ont \u00e9t\u00e9 mandat\u00e9es par le Ministre pour surveiller et agir contre l&#8217;exploitation ill\u00e9gale des for\u00eats.&nbsp;<\/li>\n<\/ul>\n<p class=\"text-align-justify\">Le syst\u00e8me de notation pr\u00e9vu par la Lettre d&#8217;intention \u00e9tait un choix entre &#8220;enti\u00e8rement r\u00e9alis\u00e9&#8221;, &#8220;partiellement r\u00e9alis\u00e9t&#8221; ou &#8220;pas r\u00e9alis\u00e9 du tout&#8221;.<\/p>\n<p class=\"text-align-justify\">Le nombre de jalons enti\u00e8rement r\u00e9alis\u00e9s est pass\u00e9 de 4 \u00e0 5 et le nombre de jalons partiellement r\u00e9alis\u00e9s de 17 \u00e0 20. Seuls 3 jalons demeurent pas du tout r\u00e9alis\u00e9s (contre 7 en 2018) et un jalon restait&nbsp;&#8220;non-v\u00e9rifiable&#8221;. Pour nuancer l&#8217;analyse, le rapport avance&nbsp;que sur les 20 jalons partiellement r\u00e9alis\u00e9s, 7 d&#8217;entre eux&nbsp;d\u00e9montrent une dynamique positive vers la r\u00e9alisation compl\u00e8te attendue fin&nbsp;2021.<\/p>\n<p class=\"text-align-justify\">Les progr\u00e8s sont moins importantsvers les jalons de 2020 li\u00e9s \u00e0 la politique agricole, \u00e0 la politique \u00e9nerg\u00e9tique, au code forestier, au planning familial et \u00e0 la gouvernance REDD+. Quant aux jalons relatifs aux foyers am\u00e9lior\u00e9s (\u00e9nergie), \u00e0 la stabilisation de l&#8217;exploitation foresti\u00e8re ill\u00e9gale et aux normes REDD+ pour le secteur des mines et des hydrocarbures, le rapport concluait&nbsp;que des progr\u00e8s devaient&nbsp;encore \u00eatre d\u00e9montr\u00e9s.<\/p>\n<h3 class=\"text-align-justify\"><span style=\"color:#186039;\">D\u00e9fis&nbsp;&nbsp;<\/span><\/h3>\n<p class=\"text-align-justify\">Le rapport identifie certaines des causes qui ont ralenti les progr\u00e8s vers la r\u00e9alisation des jalons, et les mesures mises en \u0153uvre pour y rem\u00e9dier. Entre autres, la crise sanitaire internationale de 2020 a eu un fort impact sur la mise en \u0153uvre des programmes. En outre, les retards dans les processus d&#8217;approbation et de mise en \u0153uvre des programmes et des activit\u00e9s, notamment dans le secteur forestier, restent pr\u00e9occupants.<\/p>\n<p class=\"text-align-justify\"><b><span style=\"color:#bd5245;\">Malgr\u00e9 ces difficult\u00e9s, cette deuxi\u00e8me v\u00e9rification ind\u00e9pendante observe une dynamique globalement positive en RDC <\/span>:<\/b>&nbsp;le syst\u00e8me mis en place par le Secr\u00e9tariat du FONAREDD s&#8217;est g\u00e9n\u00e9ralement am\u00e9lior\u00e9, notamment en termes de suivi et d&#8217;\u00e9valuation, de communication et de coordination avec les administrations gouvernementales, et de sensibilisation de diverses parties prenantes, notamment avec l&#8217;organisation du premier Forum FONAREDD en 2020.<\/p>\n<p class=\"text-align-justify\">En ce qui concerne la programmation, pratiquement tous les programmes sectoriels et int\u00e9gr\u00e9s initialement pr\u00e9vus ont \u00e9t\u00e9 lanc\u00e9s et\/ou sont maintenant actifs, les plus r\u00e9cents sur&nbsp;la gestion durable de l&#8217;agriculture et des for\u00eats et sur le planning familial.&nbsp;<\/p>\n<h3 class=\"text-align-justify\"><span style=\"color:#186039;\">Recommandations<\/span><\/h3>\n<p class=\"text-align-justify\">Le rapport ind\u00e9pendant offre des&nbsp;recommandations pour am\u00e9liorer la r\u00e9alisation de toutes les \u00e9tapes :<\/p>\n<ul>\n<li class=\"text-align-justify\">Une meilleure interaction et synchronisation entre les programmes -
