Key finding #1: over 70% of the milestones fully or partially met by 31 December 2018 

Of the 29 intermediary milestones in the Letter of Intent, the independent verification concluded that 4 were as fully met, 17 partially met, 7 were unmet and 1 was considered non-assessable. 

Earlier self assessments from the the National REDD+ Fund (FONAREDD), including in its 2018 Annual report, had led to slightly different conclusions, which were largely debated through various exchanges and a meeting held in September 2019 where the DRC government, donors, implementing agencies and civil society representatives participated. Since the verification is independent, the final scores do not reflect a consensus between Terea and CAFI or the FONAREDD, but rather the objective assessment by the evaluators.
