The Intersectoral and Multilevel Coordination Project in Cameroon aims to strengthen governance and planning to reduce deforestation and promote a green economy. It focuses on improving coordination between national and local administrations, integrating gender-sensitive and environmentally friendly approaches into development strategies, and aligning sectoral policies with climate goals. The project supports reforms, innovative financing mechanisms, and rehabilitation of abandoned mining sites. By fostering collaboration among ministries and enhancing capacity for sustainable investment planning, it seeks to ensure effective implementation of Cameroon’s commitments under the CAFI partnership and the National Development Strategy 2020–2030.

Objectives

  • Strengthen inter-sectoral and multi-level coordination capacities (MINEPAT, line ministries, decentralized authorities) for a long-term Cameroon-CAFI partnership oriented to a green economy.

  • Coordinate and align the start-up portfolio (land-use support, FODECC support, Grand Mbam landscape) and future projects to ensure synergy and avoid dispersion of resources.

  • Operationalize governance and delivery mechanisms (CNS/CAFI as Steering Committee, UTC/CAFI, PMU) and clarify central vs. decentralized coordination.

  • Support SND30 flagship plans and reforms, mainstreaming climate considerations into sectoral reviews and aligning with national priorities.

  • Develop and test innovative financing and standardized investment models to de-risk forest-positive investments, and design a national mechanism to restore abandoned artisanal mining sites.

  • Build institutional and human capacities and facilitate structured stakeholder engagement to improve coordination quality and policy uptake.

  • Produce Investment Strategic Plans and pilot instruments/sites to inform scale-up and future CAFI engagements.

  • Ensure robust monitoring, evaluation, and fiduciary oversight and maintain effective coordination with donors and partners.
